ABC 7 News (July 31, 2018) The State Bureau of Cannabis Control will be in Oakland Wednesday, working to finalize the state’s rules on growing and selling recreational cannabis. The Bureau hit its latest target, requiring all pot be tested before it hit store shelves the first of this month. But, it was just one of the many hurdles ahead. Outside of Sacramento, the state Bureau of Cannabis is busy bringing thousands of retailers into compliance with state law.

New regulations went into law on July 1, forcing retailers to purge non-compliant product from their shelves. This included concentrates, topicals, vaporizer cartridges and edible products that did not meet the new packaging or labeling standards. Consumers were delighted to take part in the “Green Saturday” sales but the industry was in a state of panic. Many retailers were forced to close for days, or even weeks, while waiting for new, compliant inventory to arrive.

Los Angeles Scraps Marijuana Tax Ballot Measure (CA – Cannabis Taxes)
Marijuana Business Daily (July 31, 2018) The Los Angeles City Council on Tuesday abruptly changed course and yanked a proposed cannabis tax ballot measure that was poised to go before voters in November. The tax measure, dubbed the Cannabis Reinvestment Act, would have established a further 1% tax on all gross receipts for commercial marijuana activity, a $5 surcharge for tickets to MJ events and a $5 surcharge on cannabis tests performed by labs. But the measure was pulled by the council and replaced by an order for city staff to report back in 45 days on how L.A. could fund its Department of Cannabis Regulation and efforts to combat the illegal MJ market.

Massachusetts voted to legalize recreational marijuana for adults 21 years of age and older, and the law officially went into effect on Dec. 15, 2016, allowing for stores as of July. The state’s Cannabis Control Commission has approved five provisional licenses thus far, and those applicants need to meet several other conditions before being allowed to begin adult-use operations, according to the commission. States that have legalized recreational marijuana hope it leads to jobs and tax revenues. Colorado, the first state to legalize recreational marijuana in November 2012, reported $247,368,473 in tax revenues from marijuana sales for the year 2017.

State Senators Pressing Case Of Woman Fired For Pot Use (MA – Recreational Use)
The Eagle-Tribune (July 31, 2018) Two state lawmakers are supporting a Methuen woman’s quest for change after she was fired for smoking marijuana during her off-hours. Since her termination from a management job with a food service contractor at Holy Family Hospital earlier this summer, Bernadette Coughlin has been vocal about the need to change the system to protect workers like her. State Sens. Barbara L’Italien, D-Andover, and Joan Lovely, D-Salem, wrote a letter to Steven Hoffman, chairman of the state Cannabis Control Commission, urging action.
